Job Description:
Purpose: The Utilities Manager will establish specific expectations and objectives to ensure compliance with EHS guidelines, cGMP regulations, company policies, and other external agency regulations. Supports the development of related procedures and programs, implement, and monitor section performance. Identifies areas of opportunity and prepare specific action plans to increase awareness and to maintain compliance. Overseas and provides technical leadership and troubleshooting for the following site systems: Water, Steam, Gases, and Waste Water System including but not limited to: Environmental control units, WFI, RO, Plant Steam, Clean Steam, LN2, O2, N2, and compressed air from JI to JXII plants and WWTP. Ensures that all team leaders/engineers/officers are provided appropriate direction, leadership, guidance, support, and training to enable the advancement of their knowledge and experience in the operations of utilities systems/equipment and related mechanical systems environment. Ensures that contracted mechanical services / modification/upgrading in the area of responsibility met the specified results by inspecting the work performed and directing corrective action as necessary. Ensures continuous reliable uninterrupted service for utilities supplies/equipment that support a 24/7 manufacturing operation and identify opportunities to improve reliability and reduce operating costs.
Key responsibilities & Accountability: Manages a team of engineers and providing technical advises whenever required, to maintain the water treatment plants, compressed air system and steam boilers to achieve desired results ensuring reliability and cost effectiveness along with necessary documentation to meet pharmaceutical standards and requirements. Distributes pharmaceutical grade water, industrial steam and compressed air according to the desired quality and specification and to maintain the related tanks and distribution pipping and pumps in proper condition for desired reliability. Draws up and implement an effective maintenance plan and trouble report system covering general, breakdown, preventive, and corrective maintenance round the clock to ensure equipment reliability and thereafter submit a monthly KPI report of all important departmental activities. Setting and maintaining departmental budget by reviewing financial statements; monitoring plant efficiencies; monitoring labor cost; and other expenses. Utilizing a solid understanding of theories and practices of a variety of disciplines to manage day to day operations within boundaries of safety, compliance, quality and time. Responsible for the utilities plants related EQMS & EDMS activities such as : CAPA, deviation, change controls and standard operating procedures. Responsible for utilities sections equipment/plants internal audit and external regulatory audits and CAPA follow-ups and implementation. Coordinates with inter-departmental colleagues and effectively implement on the instructions provided by the Engineering Head to achieve smooth and timely maintenance departmental outputs. Responsible to ensure the deliverables of each team member as per the agreed KPI on a monthly basis.
 Qualifications: 
   - Education Bachelor Degree in Chemical /Mechanical Engineering or related field.
   - Experience: At least 8 - 10 years’ experience in pharmaceutical Manufacturing Previous experience in a similar role and with experience in a Pharmaceutical/ Healthcare Industry is mandatory for the fitment in this role. Must be experienced in managing complex and sensitive operational challenges.

Technical Competencies: Knowledge of equipment/systems used in the cGMP Critical Utilities environment, using blue prints, equipment manuals, specifications, standard operating procedures, and be able to use proper judgment when taking corrective actions during equipment malfunction. Knowledgeable with MFM and GMP compliance. Proven Knowledge on overseeing operations and maintenance activity in Pharma industry. Training and Development -Well versed in maintenance management discipline with the ability to manage multiple teams simultaneously and manage multiple priorities in manufacturing plant setting. Good organizational, managerial and technical writing skills.
